This position is located in the Payroll and Travel (FTOT) organization of Finance Operations (FTO), Financial Strategy and Operations (FT), Finance Office (F), Bonneville Power Administration. The purpose of this position is to serve as a senior disbursement specialist responsible for performing a variety of analytical and evaluative work involved in developing policies, operating procedures, and internal controls. As a Disbursement Specialist, you will: Serve as a senior disbursement specialist responsible for performing a variety of analytical and evaluative work involved in developing policies, operating procedures, and internal controls necessary to ensure compliance with regulatory requirements, agency policy, and fiduciary responsibilities related to the custody and disposition of employee funds. Conduct a variety of analyses and evaluations required to develop policies, operating procedures, and internal controls related to both payroll and travel. Work with managers and subject matter experts to document and recommend improvements to business processes within the organization. Oversee audits to ensure proper application of guidelines and recommends changes to policies, operating manuals, and user guidance as required. Serve as liaison with the IT staff, program managers, and other BPA functions to coordinate process and operational issues and changes related to accounting and/or travel systems. Identify trends in program management or data needs and develops solutions to enhance/resolve service delivery (e.g., setting up systems requirements to track quantity and units of measure of utility expenses for greenhouse gas reporting.) SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as experience in: 1) Analyzing federal regulations and departmental policies to conduct compliance auditing of travel and disbursement activities, evaluate internal controls, and update operational guidance; 2) Auditing financial system performance and user reports, conducting testing for travel and accounting system upgrades, and resolving complex travel transaction errors; and 3) Identifying disbursement trends, auditing bulk payment schedules for certification, and collaborating across offices to resolve travel voucher payment issues and streamline operations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
