SUPERVISORY GENERAL ENGINEER at Naval Air Systems Command

About the role

You will serve as the F/A-18 Program Office (PMA-265) as the Assistant Program Manager for Engineering (APME). You will be the top Engineer responsible for the technical baseline development and integration of NAWCAD engineering disciplines for F-18/A-D, F/A-18 E/F and F/A-18G programs. You will serve as a Supervisory General Engineer in the Air Platform Systems Engineering Division, Systems Engineering Department, Systems Acquisition Group of the Naval Air Warfare Center of NAVAIRWARCENAC DIV. You will develop and review program, technical, and mission documentation to provide authoritative input and advice on all engineering and technical issues. You will formulate engineering design concepts and performance requirements which provide the overall basis for technical and engineering planning for the assigned system. You will develop project planning objectives for engineering development of current and long-range programs, as well as maintaining the knowledge of current arid future capabilities, problems, and demands upon the system(s). You will integrate cost estimates with program plans (schedules, development requirements, test and evaluation requirements, projected problems, etc.) into a total acquisition POM and budget. You will assist the agency in the preparation, planning, and development of integrated logistics support plans for assigned systems, along with providing direction to personnel in the planning and development of the test and evaluation master plan. You will be the top Engineer responsible for the overall technical baseline development and integration of NAWCAD engineering disciplines across F-18/A-D, F/A-18 E/F and F/A-18G programs. You will coordinate technical matters with PMA Leadership and program sponsors and in coordination with NAVAIR executive leadership, joint service leadership, subject matter experts, and industry counterparts. Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13/14) grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Serving as a lead engineer or as a lead technical domain subject matter expert for assigned systems providing authoritative systems engineering or senior-level engineering technical domain input and advice to program management leadership; (2) Leading the development and incorporation of systems engineering work products or technical domain work products required to satisfy, complement, and inform program management milestones, artifacts, strategic planning, risk characterization, and decision making on major weapon systems; (3) Mastering the incorporation and use of various resources to support engineering development, planning, and testing for assigned systems; (4) Leading engineering, technical, acquisition, and sustainment support personnel and teams; and (5) Directing the development of contract engineering specifications which define system requirements and parameters, along with developing all engineering portions of Procurement Requests, Requests for Proposal, Requests for Quotations, etc. Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series AND https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
