GS-07 The primary purpose of this position is to serve as a Human Resources Specialist (Military) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. (Continued below in duties section) (Summary Continued) GS-09 The primary purpose of this position is to serve as a Lead Human Resources Specialist (Military) with responsibility for planning, developing and carrying out the full range of programs that impact each military member's career; accessions, appointments, assignments, promotions, qualification training, military schools, performance evaluations, strength accounting, health and fitness programs, retirements, and awards and decorations and all related management advisory services for assigned organizations. Duties GS-07 Performs developmental assignments. Performs recurring assignments. Participates in special initiatives, studies, and projects. Prepares written correspondence and other documentation. GS-09 Serves as Military Personnelist. Assists in leading military and civilian personnelists within the Military Personnel Section (MPS) mission sets. Serves as technical consultant on all elements of active duty military personnel specialties assigned to the Customer Support, Force Management and/or Career Developments elements of MPS. Oversees updates, inquires, and process actions through military personnel data systems by Military Personnel Section team members. Reviews products to identify and correct mismatched data in system and to ensure projections and confirmations have consummated and required actions have been taken. Serves as lead for in-garrison Personnel Contingency Operations (PERSCO), with an emphasis on deployment and reception of forces, casualty assistance, disaster response, and strength and accountability. Serves as the installation's focal point for monitoring all personnel deployment processing activities, Personnel Deployment Function (PDF), to include orders publication, eligibility screening, pre-deployment briefings, assisting the transportation/passenger terminal in passenger manifesting; and/or similar activities within the Reception Processing Unit (RPU). Serves as passport agent. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic principles, concepts, and practices of Human Resources Specialist (Military). Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Human Resources Specialist (Military). OR EDUCATION: Successful completion of at least one year graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. GS-07 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles, concepts, and practices of Human Resources Specialist (Military). Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Human Resources Specialist (Military). Skill in communicating factual and procedural information clearly, orally and in writing. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying military personnel laws, principles, systems, policies, methods, and practices: and standardized analytical, and evaluative methods and techniques. Knowledge of all elements of active duty military specialties. Knowledge on advising/resolving moderately complex, non-controversial, well precedented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. GS-09 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of and skill in applying, a standardized body of military personnel rules, regulations, procedures, and precedents relating to military programs and resolve complex procedural and substantive problems. Knowledge of the format, content, uses and coding for the military personnel record and supporting automated military personnel system sufficient to enter personnel actions data, correct errors in and generate periodic reports. Knowledge of grammar, spelling, capitalization, punctuation, and terminology commonly used in office settings and knowledge of standard processing procedures, formats, distribution, and retention policies. Skill in receiving in personnel action requests and reconciling with Air Force guidance, and developing supporting courses of action. Skill in entering and retrieving personnel action data, and correcting data errors in military personnel data systems. Ability to input, store, retrieve data and perform quality review of data elements in personnel data systems. Ability to communicate effectively, orally and in writing, and maintain effective work relationships. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
