The primary purpose of this position is: To serve as the lead strategic planner for 35th Fighter Wing (FW) activities related to operational plans, programs, and readiness and as the principal liaison for 35th FW Legislative Affairs. The incumbent is supervised by the 35th Fighter Wing Commander and is authorized by the FW/CC to work directly with 5thAir Force and PACAF Headquarters on matters pertaining to strategic planning operations. Also serve as subject matter expert for operational and conceptual plans for a warfighting, forward-located wing affecting AF operations in the vital AsiaPacific region. Duties: Advises, coordinates and collaborates with Fifth Air Force Headquarters (5th AF HQ), US Forces-Japan (USFJ), HQ Pacific Air Forces (PACAF), HQ Air Force, US Pacific Command, and local Japanese Air Self Defense Forces (JASDF) units. Keeps abreast of the most current information related to future and inbound missions. Serves as the focal point for all operational plans (OPLANs), conceptual plans (CONPLANs) and crisis actionplanning requirements affecting the35thFighterWing. Directly reports to the 35th Wing Commander. As assigned, manages projects in support of DV visits, higher HQ or Congressional inquiries, site surveys and other high-profile tasks. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the laws, regulations, command directives and issues related to: military construction planning, programming, and resourcing, to include the Congressional oversight functions; new mission beddown; operational planning and execution; and the critical infrastructure protection program. Has the skill to apply this knowledge to a variety of difficult work assignments dealing with complex issues involving multiple stakeholders, both within and outside AF and DoD. Applies knowledge of DoD military components to successfully develop, plan, program and negotiate the AF position with respect to joint operations and their integration into AF operational missions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of military construction planning and various Service buildup plans for Misawa AB, to include their relationship to DoD Component priorities, Congressional concerns and the Office of the Secretary of Defense's Planning, Programming and Budgeting System. Expert knowledge of joint operational planning, specifically how OPLANs and CONPLANs are developed and implemented at the operational and tactical unit level. Knowledge of various command entities and structures and other military services involved in overall planning and execution of operations and evaluations; knowledge of local community structure, and ability to apply local laws, and understand their impact on integration decisions. Knowledge of the relationship of the various DoD/Joint and combined air and ground forces entities involved in the overall planning and execution of military operations and evaluations. Demonstrated expertise in the ability to gather, assemble, and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision making. Ability to communicate effectively both orally and in writing; negotiate complex issues; develop a robust counterpart network and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
