About the role

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation. As an IT Specialist (Sys/Analysis), GS-2210-13, incumbent leads or consults with cross-functional teams, staffed by federal civil servants and contractors, composed of professionals skilled in information technology, product management, and project management disciplines, in order to develop data-driven solutions and products. Leading cross-functional product teams through the full product lifecycle to design, develop, deliver, and improve IT products and services that meet mission and user needs. Analyzing customer and stakeholder needs to define business and technical requirements, translate requirements into user stories, and recommend effective IT solutions and process improvements. Managing product strategy, roadmaps, priorities, releases, risks, resources, schedules, and performance metrics to ensure successful delivery and continuous improvement of digital products. Engaging customers and stakeholders through research, usability testing, feedback, demonstrations, briefings, and other activities to inform product direction and improve user experience. Advising leadership on complex IT, product, and systems issues by evaluating performance data, identifying weaknesses, recommending solutions, and integrating security, compliance, and accessibility throughout delivery. In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Overseeing the operation or maintenance of healthcare systems; AND Coordinating data from multiple systems in a centralized analytics platform; AND Working with stakeholders to resolve data quality or system related issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
