About the role
The Institutional Safety Branch at NASA Armstrong Flight Research Center is currently seeking a highly skilled individual to serve as the Lifting Devices & Equipment Program Manager. This position will oversee the use of lifting devices, ensuring they are used in accordance with all federal and agency lifting requirements. As the Center's expert on lifting, you will support institutional and flight projects in ensuring their operations are using appropriate lifting equipment and safety. Serve as the Lifting Devices and Equipment Manager (LDEM) for the Center. Review LDE (Lifting Devices and Equipment) activity plans, procedures, lift packages, hazard analyses, and associated LDE documentation for approval. Serve as the final authority on interpretation of, and compliance with, federal and Agency lifting requirements. Maintain oversight, for safety, use and compliance, of all LDE, including Lifting Devices (LD) brought onsite for lifting, setting/placing, and delivering equipment to center. Establish and maintain a system for frequent and periodic inspections of LDE on site. Review and concur/non-concur with safety waiver requests regarding LDE. In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Collaborating with design engineers to ensure new and unique lifting devices & equipment (LDE) meets federal and agency standards for LDE. Performing engineering analysis, planning, evaluation and conducting background reviews of lifting operations and applicable safety procedures. Managing a large lifting device & equipment (LDE) program utilizing multiple types of lifting equipment and progression.
