About the role
This is a Direct Hire solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Military Pay Technician, performing a variety of military pay, separation, and special actions processing which require application of a series of different and unrelated methods, practices, and techniques. Audit a variety of military pay actions to ensure compliance with regulatory requirements. Provide military entitlements, pay and benefits technical guidance to Soldiers, Units, and Army Finance Offices. Provide assistance to personnel on all military pay inquiries. Utilize various automated military pay and travel systems to review vouchers for payment. Interpret data from the Defense Finance and Accounting Service (DFAS) to determine and initiate the appropriate actions. Provide direct service support to all deployed and non-deployed service members. Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-05 Experience: Operate office automation, and software applications to process actions. OR Education: Completion of four years above high school. (This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-06 Specialized experience: One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes: Performing comprehensive reviews of military pay documents, reviewing forms, orders, and vouchers for service members; receiving and resolving problem cases involving over payment or under payment; AND providing military entitlements, pay and benefits technical guidance to Soldiers, Units, and Army Finance Offices. GS-07 Specialized experience: One year of specialized experience equivalent to at least the GS-06 grade level in the Federal service which includes: Performing comprehensive reviews of military pay documents, review forms, orders, and vouchers for service members; receiving and resolving problem cases involving over payment or under payment; performing analysis, conducting investigations and performing research to settle complicated and problematic situations affecting benefits and entitlements; AND providing military entitlements, pay and benefits technical guidance to Soldiers, Units, and Army Finance Offices. You will be evaluated on the basis of your level of competency in the following areas: Management may select at any of the grade levels announced. If selected below the full performance level of the position, you may be non-competitively promoted to all intervening grades, at management's discretion, up to the full performance level.
